		<description><![CDATA[Some international agencies already do quite a bit on this kind of work. I reviewed the World Bank&#039;s work on &#039;South-South Knowledge Exchange&#039; in 2012-13 (see more here: http://wbi.worldbank.org/sske/) and they have now developed a new guide for facilitators of such processes (http://wbi.worldbank.org/sske/art-knowledge-exchange - available in a few languages). 

In terms of &#039;technocrats versus institutionalists&#039; - it really depends on the problem. Some exchanges allow for nice &#039;solution transfer&#039;. Others require the exchange to focus on mutual learning processes, where both the provider and recipient need to work together to identify the space of possibilities, and how best to leverage knowledge and ideas.
