It’s not actually an April fools, or an ‘in’ joke from international development types. Apparently it’s a scene from Amando Iannucci’s comedy sktech show on channel 4 in 2001.

Brilliant. The comments on Chris’s blog and this link (http://www.dvdoutsider.co.uk/dvd/reviews/a/armando_iannucci_shows.html) suggest it’s from Armando Ianucci (a while before The Thick of It and In The Loop).
Yes, that is Armando Iannucci running away in the opening shot. It’s a wonderful bit of satire.
