		<description><![CDATA[This article promotes positivity, as it details the goals of the QDDR and Senator Clinton’s role in increasing America’s civilian power.  Although the aims of the QDDR suggest a divergence from the US’ typically unilateralist ways, it does not account for changes that will be made worldwide.  Even though the United States is most responsible and therefore must be most accountable, it needs to be promoted by other superpowers, as well, in order to be most efficient.]]></description>
